CIVUT in Madrid: what it certifies and how to obtain it
You may already have heard of CIVUT Madrid.
If you are unsure what it is, how to obtain it or what its minimum requirements are, this guide explains each point.
What is CIVUT Madrid?
CIVUT stands for Certificado de Idoneidad para Vivienda de Uso Turístico, the certificate of suitability required for holiday homes in Madrid.
Madrid’s regulations are set out in Decree 79/2014, amended by, among other provisions, Decree 27/2026. Consult the applicable wording and transitional rules before arranging an opening or a change.
The decree seeks to regulate the letting of these properties through platforms such as Airbnb or Wimdu, while adding obligations for owners.
The CIVUT does not replace the responsible declaration, municipal planning feasibility or the requirements arising from shared-property ownership. Each check serves a different purpose and must be considered for the particular property.
How to obtain a CIVUT in Madrid
Once you understand what it is, you may want to know how to obtain a CIVUT in Madrid if you intend to let your apartment as tourist accommodation.
The certificate requires a qualified professional. When requesting a proposal, confirm the site visit, scope, documentation, fees and taxes before commissioning the work.
Following an on-site inspection, the professional certifies the CIVUT requirements, currently set out in Article 17 quater. The cost depends on the commission; an old collaborator’s price should not be treated as a current quotation.
Remember that this certificate is compulsory under the applicable rules.
Minimum requirements for a CIVUT in Madrid
The CIVUT assessment covers heating and water, lighting, ventilation, blackout provisions, a fire extinguisher, signage and plans. The following list also separates out other operating obligations that need checking, although they are not all part of the certificate:
- Check the insurance coverage and obligations applicable to the operation.
- Comply with applicable information and complaints requirements.
- Complete guest registration and reporting through the competent procedure.
- Provide hot and cold water in the property.
- Provide phone numbers and addresses for emergency and healthcare services in English and Spanish.
- Ensure suitable ventilation and lighting for each room and the applicable technical conditions.
- A portable fire extinguisher within 15 metres of the exit door.
- An evacuation plan for the property and building.
- Emergency signage identifying the exit door.
Now that you know what CIVUT Madrid is, how to obtain it and the basic requirements, you can begin the necessary preparations.
The requirements should be met before you request the certificate, so the professional can verify compliance and issue it.
