Registering a holiday let in Madrid: essential checks
To help you bring your tourist apartment in the Community of Madrid into compliance, we have prepared this guide to making the most of its management.
Checks before opening a holiday property in Madrid
1. Check feasibility before submitting a declaration
Before signing a declaration of responsibility, check municipal use rules, tourism requirements and the owners’ community position. Making a declaration means taking responsibility for meeting the conditions; it is not an application allowing you to start without verifying them. Madrid city and other municipalities may have different planning rules.
- Gather the property’s titles and background documents, and check which documents the current procedure requires rather than reusing an old checklist.
- Commission the relevant technical documents and CIVUT certificate. Request an itemised scope and quotation; there is no universal price per square metre for every application.
- Tourist apartments must be let fully furnished and equipped, ready for immediate use, including connectivity such as wireless Wi-Fi access.
- Check equipment, capacity, safety and technical conditions against the current rules. Having a kitchen, bathroom and bedroom is not enough to authorise tourist use.
- Tourist accommodation is not intended to be the users’ permanent residence.
- Every tourist apartment must clearly provide a telephone number for responding to users’ enquiries.
- Tourist accommodation is open to the public, and exclusion on grounds of birth, race, gender, religion or any personal, social or political circumstance is not permitted. Permanent residential use and the allocation of spaces in a way that involves any form of segregation are also excluded.
Madrid’s VUT category concerns letting the entire property. Do not apply its registration to a room-by-room business: that requires its own legal assessment. See the explanation of letting individual rooms.
2. Prepare the documents for the current procedure
Consult the Community of Madrid’s current form and document requirements for the specific accommodation category and operator. The following list indicates documents worth gathering; it does not replace the official checklist or a technician’s assessment.
- The purchase deed, lease or another document demonstrating the right to use the accommodation.
- DNI/NIF/NIE or passport.
- If a company will operate the activity, its incorporation deed is required. This is not necessary for individuals.
- Plans of the tourist apartment.
The operator must submit the responsible declaration and complete this procedure electronically, under Article 17 of Decree 79/2014, as amended in 2026. Check the current form, signature and representation requirements on the Community of Madrid’s electronic portal.
The activity is subject to checks and inspections. The absence of an inspection does not, by itself, establish compliance with every requirement, nor does a registration number resolve municipal compatibility.
3. Verify the file and prepare the operation
Check which registration and details appear in the file and the obligations accompanying the activity. Obtaining a number should not be interpreted as a second, automatic registration separate from the same procedure.
Before advertising, verify that the complete file, property and advertising are consistent. Also review channel requirements, guest registration, insurance, guest support and financial records. No single number replaces the remaining requirements.

What has changed and how to avoid an incomplete application
The regional amendment in 2026 requires a review of the requirements and transitional arrangements under Decree 79/2014. Madrid city’s planning position must be checked against its current plan. Ask for the report and quotation to identify the property and the regulations used.
Separate the costs of technical documentation, adaptations, insurance and launching the activity. Keep supporting documents and assign someone to follow up requests from the authorities. For a full explanation of the different layers, consult the Madrid regulations guide.
