Madrid: the tourist accommodation ordinance news of June 2022
Despite a promise made in June 2021, Madrid City Council announced that it would not amend the tourist apartment ordinance. Owners wishing to let a tourist apartment would need independent access to the property.
The 2022 debate concerned access conditions and the coexistence of uses incorporated into earlier regulations. That historical situation does not establish the requirements for a property today.
Creation of the Tourist Housing Control Plan
In 2019, the Ahora Madrid administration approved the implementation of this plan to control the conversion of ordinary homes into tourist accommodation. During the subsequent mayoral campaign, Ciudadanos and Partido Popular teams promised to remove these measures. That promise had not been fulfilled when the continued application of the rules was acknowledged.
The sector questioned the restrictions because of their effect on supply. Assessing their impact requires identified data and does not justify concluding that reducing or increasing supply determines the quality of each property on its own.
Before starting or changing an activity, review the applicable municipal and regional framework and the property’s circumstances. Historical news provides context but does not replace a current technical and legal assessment.
